That's right. You need to watch grammar and tense. Since it was only a single person referred to, you want to use "was" instead of "were." Moreover, the birth needs to refer back to the locale, so for that, use "at."


Therefore, you SHOULD have said "What part of Philly was you born at?"


It's also advantageous to personalize such a sentence by way of welcome. Therefore inserting a comma and the word "beeotch" after "at" and before the question mark would show impeccable breeding.
